• Professional Civil Engineer with a Ph.D. in Civil Engineering from Purdue University, specializing in Transportation and Infrastructure Systems, and a B.S. and M.S. in Civil Engineering from UPRM. Has held leadership roles in local transportation agencies, including Executive Director of the Puerto Rico Integrated Transit Authority and President of the Metropolitan Bus Authority. He currently co-directs the Puerto Rico Transportation Technology Transfer Center (Puerto Rico LTAP Center) and is the UPRM Associate Director of the Coastal Research and Transportation Education (CREATE) University Transportation Center. Has participated as member of two national research committees of the Transportation Research Board and the NCHRP Panel for the development of AASHTO’s Green Book.
